Chapter One: Introduction

1.1 Background of the Study

Community policing has been recognized globally as an essential strategy for enhancing public safety, improving community relations with law enforcement, and addressing local crime challenges. In Nigeria, the Federal Capital Territory (FCT) has witnessed both the successes and challenges of implementing community policing strategies (Musa & Sani, 2023). Films, as powerful cultural tools, have a unique potential to shape public understanding and perceptions of policing, security, and law enforcement practices. In Kwali Local Government Area, where community dynamics and safety concerns are central, films can be leveraged as tools for promoting the values of cooperation between the police and the community (Bello & Abdullahi, 2024).

Films, particularly those with narratives surrounding crime prevention, law enforcement, and community engagement, have been used to portray positive examples of policing that resonate with local communities (Usman, 2023). Recent studies indicate that film can play an effective role in demystifying the role of the police and reinforcing the concept of community participation in maintaining public safety (Ahmed & Ibrahim, 2024).

1.2 Statement of the Problem

While community policing has been advocated for in various parts of Nigeria, the role of film in promoting this strategy remains under-researched, especially in Kwali. Although there are occasional portrayals of police-community partnerships in films, there is little understanding of how such depictions influence local communities’ willingness to engage with police efforts to enhance security. This study explores how films contribute to promoting community policing efforts in Kwali (Alhaji & Musa, 2024).

1.3 Objectives of the Study

  1. To examine how films portray the concept of community policing.
  2. To assess the impact of films on public attitudes towards community policing in Kwali.
  3. To investigate the role of films in enhancing police-community collaboration in Kwali.

1.4 Research Questions

  1. How is community policing depicted in films consumed in Kwali?
  2. What impact do films have on local residents’ attitudes toward community policing?
  3. How do films contribute to strengthening the relationship between the police and the community in Kwali?

1.5 Research Hypothesis

  1. Films positively influence residents’ attitudes towards community policing in Kwali.
  2. Positive portrayals of community policing in films enhance cooperation between the police and the community.
  3. Negative portrayals of law enforcement in films may hinder public support for community policing initiatives.

1.6 Significance of the Study

This study will contribute to understanding the role of media, particularly film, in shaping public perceptions of community policing, providing valuable insights for police officers, policymakers, and media producers interested in promoting public safety.

1.7 Scope and Limitations of the Study

The study is limited to examining the role of films in promoting community policing specifically within Kwali Local Government Area of the Federal Capital Territory.

1.8 Operational Definition of Terms

  • Community Policing: A strategy of law enforcement that emphasizes community involvement in crime prevention and problem-solving.
  • Films: A form of visual media used to convey stories, ideas, and social messages to an audience.
  • Kwali: A local government area in the Federal Capital Territory, Nigeria.
